Default Dynex USB Modem?

The modem in my computer went out. After trying 5 or 6 different internal modems and none would work i got this external USB modem. Now when i restart my computer it will not recognize the modem until i unplug it and restart the computer. Is it suppose to be this way? If it is i don't like it. Is there a setting that i am missing? I want my modem to start when my computer starts and shut down when my computer shuts down. Do i need a different modem for this? Do i need a COM port modem to work this way? I am running windows 2000.
